Define Out Of Region Use

Problem Statement

Section 9, Out Of Region Use, sets requirements for this use case and the treatment of space used as such for future justifications, but does not include a definition of the term. As such, there have been recurring concerns from the community that the simultaneous use of resources inside and outside the ARIN region (such as anycast, or similar geographically diverse use cases) may be included in staff’s interpretation of out-of-region use, which does not appear to be intended. This proposal is intended to address that concern.

Policy Statement

Add a definition of Out Of Region Use to Section 2 as follows:

2.18. Out Of Region Use The sole use of ARIN-allocated resources in, or advertisement from, locations outside of the ARIN region. This definition does not apply to the use of, advertisement from, locations within the ARIN region in addition to other locations.

Comments

While Section 2 is seemingly the organizationally appropriate location for this, moving the definition to Section 9 is likely to be acceptable to the community as well in order to keep all relevant language in that section. The question of the best location for this definition should be posed to the community as part of the policy discussion.
