ACSP Suggestion 2008.2: ARIN Tracking Address Blacklists

Description:
ARIN should track all RBLs, DUNS and similar IP address blacklists. Then, when an address block is re-issued to another organization or returned from an organization, ARIN should check these lists. If addresses from the re-issued block are found on one of the lists, then ARIN should attempt to inform the list maintainer.
In addition, ARIN should publish a report of addresses returned, and addresses issued, in the form of a mailing list (with daily email) and an RSS feed. This will only contain allocations/assignments made directly by ARIN or address blocks returned to ARIN’s free pool. The intent is that RBL operators can subscribe to such a feed and keep their own lists clean.

There were very few responses during the consultation based your suggestion. Given the minimal interest while understanding the value to the community, we will implement this service on a trial basis for three months which will commence on Jan 1, 2009. If there are reports of abuse during that period, the service will be terminated.

ARIN can incorporate tracking RBLs, DUNS and similar IP address blacklists into our everyday procedures with minimal effort. ARIN will begin by using several of the more well known RBLs and look at expanding the list further down the road. This part of your suggestion can be implemented immediately.
Publishing a report of addresses returned, and addresses issued, in the form of a mailing list (with daily email) and an RSS feed requires analysis to determine whether this is something that ARIN should do and if so, how long it would take to implement as suggested.
Suggestion 2008.2 will remain active until ARIN completes a community consultation on the issue.

ARIN is continually evaluating ways to better serve our community. Your suggestion that ARIN track all RBLs and similar IP address blacklists and notify them if an IP address block that ARIN is about to reissue is on one of the lists is something we have done in the past, but only under very specific circumstances using a limited number of RBLs. This practice has proven to be very helpful to our customers on those occasions and is something that ARIN can incorporate into our everyday procedures with minimal effort. We can begin by using several of the more well known RBLs and look at expanding the list further down the road. This part of your suggestion can be implemented immediately.
The second part of your suggestion requires analysis to determine whether this is something that ARIN should do and if so, how long it would take to implement as suggested. Suggestion 2008.2 will remain active until ARIN completes and reports the analysis. You can expect that response no later than March 15, 2008.
