ARIN should implement a program where by those who qualify for number resources but are unable to pay for them may request a full or partial fee waver from ARIN. Such requests should include documentation as to why prospective recipient is unable to pay normal ARIN fees and should be reviewed by a committee who would determine if a full or partial fee waver is justified. Priority should be given to recipients who provide access to others for low or no cost.

The Board, via the budget process, may want to place a limit on the total amount of fee wavers available during a single year. Also, ARIN should report on how many people applied, and how many are approved.

This is a follow up to our 15 May initial response to your suggestion. The management team reviewed your suggestion and then forwarded it to the ARIN Finance Committee (FinCom) for further review and consideration. The FinCom discussed Suggestion 2009.12 as written below and decided against implementing it. It was noted that the benefits gained would not be offset by the level of implementation and loss of a simplistic fee schedule. Furthermore, this suggestion was viewed as problematic to implement and could open up ARIN to charges of favoritism. Suggestion 2009.12 is now closed.
