ACSP Suggestion 2007.25: DNSSEC

I've asked before, but maybe my question wasn't clear enough. "What will it take to get ARIN to sign" The question should be taken in the sense of "Would it take a policy proposal for this?" (Probably not given the experience of 2007-1,2,3.) What I would like to hear is "What does ARIN need to hear from the community before a commitment is made to implement DNSSEC?" Should an application be made to the board? To the staff? I don't think there's a need to discuss the details of implementation in public, but what kind of discussion is needed?
