About petitions

A petition is the process by which the community can advance a proposal or draft policy that the Advisory Council (AC) did not choose to move forward. Petitions are part of the Policy Development Process (PDP); they act as a check and balance on the power of the AC.

There are petitions against delay, rejection due to scope, and abandonment.

Petitions can be started by anyone. Petitions need the support of additional community members in order to succeed.

A successful petition is one that gains the support of the required number of people. Petition results are posted to the PPML.

Petition Points

Per the PDP, there are several petition points:

  1. Delay of a Proposal - A Policy Proposal that has not been accepted as a Draft Policy after 60 days may be petitioned. The petition period is 5 days. This petition needs the support of 10 people from 10 organizations. A successful petition turns the Proposal into a Draft Policy under the control of the petitioner.
  2. Proposal Rejection - A Proposal that is rejected for being out of scope may be petitioned. The petition period is 5 days. This petition needs the support of 10 people from 10 organizations. A successful petition refers the Proposal to the Board for consideration.
  3. Abandonment - Abandoned drafts may be petitioned. The petition period is 5 days. The petition needs the support of 10 people from 10 organizations. A successful petition of an abandoned Draft or Recommended Draft Policy puts the draft under the control of the petitioner.
  4. Petition for Recommended Status - A Draft Policy that has not been advanced as a Recommended Draft Policy after 90 days may be petitioned. The petition period is 5 days. This petition needs the support of 15 people from 15 organizations. A successful petition results in a Recommended Draft Policy under the control of the petitioner.
  5. Petition for Last Call - A Recommended Draft Policy that has not been advanced to Last Call within 60 days after being presented at a PPC may be petitioned. The petition period is 5 days. This petition needs the support of 20 people from 20 organizations. A successful petition moves the Recommended Draft Policy to Last Call.
  6. Petition for Board of Trustees Consideration - A Recommended Draft Policy that has not been sent to the Board by the AC within 60 days of Last Call may be petitioned. The petition period is 5 days. This petition needs the support of 25 people from 25 organizations. A successful petition moves the Recommended Draft Policy to the Board for consideration.

Starting and participating in petitions

ARIN staff posts the results of the AC’s decisions to the PPML shortly after the AC has met. Rejection and abandonment decisions are pointed out, and, the deadline for starting a petition is provided. Petitions take place on the PPML; those who wish to start a petition and/or participate in petitions must be subscribed to the list.

If you wish to petition a decision of the AC, send a message to PPML. The message must contain the proposal/draft policy text that you want to move forward and a statement on why the petitioned is warranted.

ARIN staff will confirm the validity of the petition and the petition period.

If you wish to support a petition, simply post a statement of support to PPML on the petition thread.
