ACSP Suggestion 2011.19: Deleting Reassignment and Reallocation Records

As discussed during the members meeting at ARIN XXVII, it should be possible for the recipient of a reassignment or reallocation to delete that record if it is incorrect. In order to prevent abuse, I propose the following:

  1. If a recipient attempts to delete a reassignment or reallocation, the request should not be immediately processed. Instead, they should be instructed to first work with the reassigning or reallocating entity (and provided the POC records from the parent netblock whois) before making this request. The request should be put on hold until the requester confirms that they have made this attempt.
  2. If confirmed, the reassigning or reallocating entity should be notified of the request and that they may object by contacting RSD.
  3. If no objection is received, the deletion should be processed after 10 business days.

I believe this work flow would address any concerns raised during the meeting about this proposal.

If this proposal is too complex or still doesn’t offer sufficient assurance, a possible additional or alternative requirement could be that a recipient-deletion request is accepted only by an ORG holding either direct resources from ARIN or reassignments/reallocations from a second upstream. This would make frivolous request unlikely, since submitting false data here could have other resources revoked. The burden on recipients should not be that great either, since a recipient having no other resources has little concern for the invalid whois and is no worse off than an upstream just making a simple reassignment.

ARIN has had an operational procedure in place for over 10 years that addresses the issues you raised, and in fact, it is very similar to your proposed suggestion.

When the recipient of a reassignment wants their registration/block removed, we advise them to:

  1. Contact their upstream ISP and request that they remove the reassignment
  2. If not completed within a reasonable amount of time (typically within one week) email their upstream ISP again and CC: hostmaster@arin.net and ask for the reassignment to be deleted.
  3. If the ISP does not respond within 5 business days, the recipient of the reassignment can email ARIN back (using the same ticket number that got created when they CC:’d hostmaster on their original request to their upstream), and ask us to remove their reassignment record. ARIN will then immediately remove the requester’s reassignment record from the Whois database.

This is not currently a published procedure, but one that staff uses consistently when we are contacted to remove a reassignment record. In response to your suggestion, ARIN will publish our reassignment removal procedures on the “Manage Resources” page in the “Number Resources” dropdown menu on the ARIN homepage.
