Meeting Called to Order

Nate Davis introduced himself and welcomed the attendees to the meeting. Nate introduced those present from the ARIN Board of Trustees, the ARIN Advisory Council, and ARIN staff, and acknowledged the Caribbean Telecommunications Union (CTU) staff members in attendance.
Nate reviewed the meeting agenda and the materials available to the attendees. He also highlighted several items on the agenda, including what each session would cover and reminded attendees of the reception that evening.
He thanked the meeting sponsor, Sunbeach Communications, Inc., for their assistance with the meeting, and introduced Richard Jimmerson as the first presenter.
At the beginning of the meeting approximately 33 people were in attendance. John Curran moderated discussions throughout the day.
Global Internet Resource Governance

Richard provided information on the five Regional Internet Registries (RIRs), their regions, structure, and relationship to IANA. He expanded on ARIN’s functions including: Resource registration and related operations; organization services, which include hosting meetings and elections; and facilitation of policy development. He also explained resource distribution channels, and explained the role of the Number Resource Organization (NRO).
The ARIN Policy Development Process and The Importance of Participation

Einar gave a description of the history of ARIN’s Policy Development Process (PDP), the Number Resource Policy Manual (NRPM), and the current process. He emphasized that the goal is to support the development of clear, technically sound and useful policy. He suggested that attendees pick up a copy of the Policy Discussion guide and review the text of the proposals and draft policies to be discussed on Wednesday.
He received a question from Nigel Cassimire from the CTU about the role that policy authors would play after the proposal was given to the Advisory Council (AC). Einar emphasized the AC’s commitment to working with proposal originators, and pointed out that the petition process is always available if the originator becomes dissatisfied with the AC’s work.

Leslie Nobile presented on the topic of current ARIN policy, including terminology and criteria for the allocation and assignment of IPv4 and IPv6 address space and Autonomous System numbers.
Internet Number Resource Status Report

Leslie Nobile presented an NRO report on the current status of all allocated and available IPv4 and IPv6 address space, and assigned Autonomous System Numbers (ASNs) as of 31 December 2008. This report is updated quarterly by all the RIRs and provides current statistics on rates of number resource consumption.
Highlights included:
- Status of the 256 /8s and IPv4 allocation rates by region from 1999 through 2008
- ASN assignment rates by region from 1999 through 2008
- IPv6 allocations to the RIRs, and IPv6 allocations and assignments by RIR region from 1999 through 2008

John Curran explained that open microphone sessions are important parts of the meeting and provide an open forum for community feedback. He opened the microphones for comments and questions from the floor. There were no questions from the floor, so microphones were subsequently closed.
Nate Davis invited Mark Kosters, ARIN Chief Technology Officer, to the microphone to talk about the IPv6 Workshop scheduled for Wednesday morning. Mark asked all attendees to bring their laptops to the session and get on the IPv6 network that was going to be available.
The CTU IPv4 to IPv6 Transition Workshop began before lunch and ran through the afternoon.
