Matthew is one of my favourite guests on the ICT Pulse Podcast, as he is constantly thinking about how the internet is evolving and the implications for developing regions, such as the Caribbean. He is thus prepared to ask and have us explore important (and uncomfortable) IG-related questions, which in this day and age is critical in helping us identify the real issues from the hype, and consequently, how to position ourselves in global conversations.

As someone based in the Caribbean region and a SIDS, it is important that we not only have representation on the ARIN Council but also someone who can help bridge the gap between our region and other developing regions and the international IG community.

I have known Mohibul since 2008 when he was working at BDMail/BRACnet (AS 24342) in Dacca and was an IETF fellow. He’s been an active participant in RIR processes, in the IETF, ISOC events, and latterly ICANN RSSAC. ARIN Advisory Council Election

I’ve known Preston Ursini over 20 years—since he as a teenager rebuilt computers in my repair shop. We’ve served alongside one another as volunteer firefighters for a small community where you get to really know an individual’s character. Over 20 years have gone by as I’ve watched him mature from that eager teenager into a person who’s literally building internet infrastructure to bring abandoned communities into the digital economy.

Preston reaches communities that matter: Massac County, Illinois, where 71 percent of the population believes they’re unserved or underserved and 41 percent of farms don’t have internet at all. McCracken County, Kentucky, where median household incomes are $39,061 with 21.8% living below poverty. These aren’t high-tech hubs—these are communities where internet access is a matter of economic survival or falling behind.

My firm is one of his customers, so I’ve been a witness to how Preston resolves issues. When infrastructure is not functioning, he doesn’t just fix it—he shows up. He has his “Connectivity for Hope” program that provides free fiber internet to charities serving communities. He created his Paducah Internet Exchange so local networks can trade traffic locally instead of routing it via Chicago or Nashville. That’s not just doing business—that’s building the foundation for a community’s economic growth. What ARIN should understand about Preston is this: He brings a high-level technical background to bear with real-world operational scars. He’s not debating theory about putting out IPv6 deployment or allocation policy— he’s doing it day-in and day-out for communities where internet access is literally transformative. He’s just been granted CLEC status in Kentucky, interconnects with major carriers like Hurricane Electric, and operates infrastructure that even helps non-customers.

Preston brings something distinctive to ARIN’s policy discussions: an understanding of what becomes of smaller operators if policies don’t work out. He has a good instinct for the difference between policies that sound good in a meeting room and policies that enable rural connectivity. I have known Preston for over 20 years now dating back all the way to when we were in high school attending A class together. Preston has always been a stand up gentleman & he has brought fiber internet to an underdeveloped portion of Western Kentucky by starting a Fiber To The Premise Internet Service Provider. I remember when we were in that A class that Preston was an advocate then, and still is now, for an open internet, at a fair cost, so that the world can share the same level of access across the board irregardless of where the user is from. I have known Mark for over a decade and he was the CFO at a startup, VeloCloud Networks, that I founded, and ran until acquisition by a large public company (VMware Inc). I have known Mark Thorpe for many years. We first met when he conducted due diligence on our startup Net6 in 2004 when Citrix bought our company. I was one of the founder and the CEO of Net6 at that time. From then we worked together for several years.

I worked with Enaya when he was based in Riyadh, Saudi Arabia. This happened over various years. Initially I met him around 2010 when I was the technical specialist doing network access control (NAC) with the Campus Manager product at Bradford Networks. He was working for a reseller who was actively installing this NAC. We worked together on various deployments over a couple of years. Later in 2014 I had moved to Aruba Networks and again as the NAC specialist for their ClearPass product. Again we worked on various projects. Deploying NAC on live networks is non-trivial. It relies on a good understanding of IP networking and interoperating between different manufacturers at the edge and access routers and with firewalls. Enaya was always highly technically competent, very professional and an excellent ambassador. Deployments of NAC on live networks is highly complex due to the large variety of edge devices. For successful deployments you have a very clear understanding how this customer’s network operats. This includes the physical connection, 802.1X, VLANs, IP routing and firewalls. Often you have to trouble shoot which invariably relies on diving into packet captures. Enaya has all these abilities. But possibly more important than anything is that he’s a diplomat. He can pacify and placate the most annoyed customer. In short would I work with Enaya again: I’d love to. Would I trust him: Absolutely. But most of all he’s a lovely man.

As a prior vice-chair, chair, and current ARIN AC member, I have had the pleasure of working with Alyssa in many aspects. Her professionalism, drive, and prior experience was evident from her first days on the AC.

Those skills and experience brought a very high quality level of work that continued throughout her time on the council. I was very disheartened when she stepped away, as she left a significant gap on the AC.

Bringing her skills and experience to the NRO will absolutely be a net gain, and I’m excited to see her potentially get to work again in her chosen field.

I had the opportunity to work with Alyssa during her time at CIRA, where she served as Policy Program Manager and participated actively in the ccNSO. We served together on several ccNSO working groups, including the Guideline Review Committee (GRC), where I had the privilege of working with her in my capacity as Chair.

Alyssa was a valued member of the GRC, contributing detailed, thoughtful, and balanced input throughout the committee’s work. She has a strong understanding of internet policy and governance processes, and she approaches complex issues with clarity and precision. Her ability to synthesize information and present it in a constructive, collaborative way made her contributions particularly effective.

She is comfortable and respected in multistakeholder environments and brings professionalism and insight to every discussion. Alyssa’s combination of governance experience, technical understanding, and steady engagement would make her an asset to the NRO.
