His years of hands-on experience managing and designing large scale IP Address networks would bring a unique perspective to the board and he would represent the ARIN community with a pragmatic approach. I’ve had the unique pleasure of working with Dan for over 15 years and find that he truly has technology vision among our community. I’ve seen Dan balance the leading of complex service and technology discussions and projects, while also keeping an eye on time management and project costs. He is a great communicator and has a style of soliciting and valuing multiple opinions when working through complex issues. He would represent ARIN well if elected and would be a true asset to the board.

My work with Dan transcends observing and benefiting from his tireless
efforts across the ARIN and world-wide policy community. Dan’s
contributions have been significant to me in my role leading Comcast¹s
IPv6 deployment, planning, and strategy for the last 12+ years. I always
say (quite openly) I could not have accomplished what I did for the
company, cable, and the Internet if it were not for Dan¹s contributions,
which were sometimes behind the scenes. Dan brings many years of policy
experience, familiarity with key organizations, and people, along with

network¹s on the planet.

I strongly support Dan as candidate for the ARIN BoT. The ARIN community,

He has led countless policy proposals from creation through implementation. One of his key qualities that I think would make him perfect for this role is his ability to rationally advocate for changes beneficial to the the overall community in a professional manner. He is ability to respond to concerns, disagreements or suggested changes in policy wording and strategy voiced by members of the community is a worthy asset. Dan’s penchant for negotiation to acceptable consensus opinions and his representation of the full ARIN community in Board discussions and deliberations would be a huge benefit to the community.

He is well organised and thoughtful, and always on top of the issues to be discussed and their broader implications. He has also travelled on behalf of ARIN and his employer to many of the other RIR meetings and has established a deep network in this area. As the CFO of a national not for profit Nancy has an excellent balance of board stewardship, business acumen, and professional experience in successfully delivering services while working with a federation of volunteer organizations and complex funding and financial models. She has been an effective lead negotiator on contracts and vendor agreements and understands the nuances of the technology being delivered. I have interacted with Nancy for almost 10 years, first when she was a student at the law school and later when I became a Director on the CANARIE Board of Directors. I know Nancy to be passionate about a number of things, including technology, the Internet and accountability. Nancy is instrumental in overseeing the operations of CANARIE, including compliance with federal funding requirements, and the reliability of financial and operating results. MRnet has had a long and successful relationship with CANARIE for 25 years. Much of the success of this relationship is due to the efforts of Ms Carter. I have known and worked with Nancy for the past several years. We have worked together on several projects related to building agreements between the participants, among them the leading National Research and Education networks in North American and Europe, in creating a high speed network system for Research and Education across the Atlantic.

I have found Nancy to be a delight to work with. She clearly understands both the policy and financial considerations that go into building a long term working relationship between organizations. She has always been willing to take on responsibility and carry those tasks through to completion. Nancy has always been excellent at seeking input from all the concerned parties and synthesizing that input into a solution.

Short answer: Absolutely!

Longer answer: Nancy is both a consumate professional and a delightful human being. Quite apart from her terrific financial expertise she’s smart as a whip, has a great sense of humour and knows how to bring out the best in the people around her. I’d want her on ANY board I was chairing because I know I’d be getting more than just one more board member - I’d be improving the quality of the whole board.

I am pleased to be writing an unqualified letter of support for Nancy Carter’s nomination to the ARIN Board of Trustees.

I have known Nancy for almost 20 years, primarily through my role as President and CEO of CANARIE Inc., a position from which I retired in the fall of 2008 after fifteen years leading the organization. I have remained involved on various research and technology-related Boards since retiring, and through that work have maintained contact both with CANARIE and with Nancy, so am comfortable providing a letter of support even though it has been eight years since she last reported to me.

Nancy came to the organization in October of 1997 to assume the responsibilities of accountant. Over the subsequent years she assumed ever-greater responsibility and for more than ten years has held the position of Chief Financial Officer, reporting directly to the President and CEO. She was granted her CGA designation in 1998 and was awarded her JD degree by the University of Ottawa in 2012.
I would like to give you some flavor of Nancy’s role at CANARIE in order to convey the basis for my conviction regarding her capabilities. The best place to start is to outline some relevant background regarding CANARIE as an organization.

CANARIE is a private, not-for-profit organization funded by Canada’s federal government to implement a number of industry development and R&D programs focusing on advanced networks and related applications. Since the organization’s creation in 1993, it has received approximately $700 million in funding. Over that time, the organization has been responsible for building and operating numerous generations of the country’s national backbone network for research and education, has selected approximately 400 Internet-related R&D projects for funding, and has undertaken a wide range of outreach and community development activities relating to the network. In the late 1990s we were responsible for leading and financing the development of the Canadian Internet Registration Authority (CIRA), and I remained on the Board until 2003. The size of CANARIE’s staff complement has ranged up to 35 people, mostly professionals.

The core of Nancy’s work for the entire time she has been with CANARIE has been full responsibility for the financial and legal affairs of the organization. She has also had major responsibilities in the area of project management, supervising the engineers and other project analysts. She is also now responsible for managing Board relations. Her daily contacts include senior executives from universities, private firms and government departments; representatives of partners and contractors; and bankers and investment advisors, the latter being in connection with the investment of our portfolio which for several years has exceeded $100 million. In all of these relationships, both internal and external, Nancy has earned the respect of her colleagues and peers, and has been an effective representative of the organization.

I also want to emphasize the significant strengths and personal attributes that Nancy has brought to all this work. She is dedicated and extremely hardworking and has an impressive ability to focus on and remember matters of detail. She is adept at analyzing complex situations and can articulate issues extremely well. She has no hesitation when it comes to expressing her views, and backs up her positions with relevant facts and argument.

In sum, Nancy made an immeasurable contribution to CANARIE and gained my trust, my respect and my admiration. I believe she has an awareness of her own potential and a desire to realize that potential. Working on the Board of Trustees of ARIN fits nicely with the direction her career has taken, and she will do extremely well in that capacity. I couldn’t support her nomination more strongly.

As project leader of the Advanced North Atlantic (ANA) Collaboration, a 5+ year old successful partnership between six R&E Networks on both sides of the North Atlantic Ocean, I have been able to witness Nancy perform in one of the ANA Working Groups, i.e. the Cost Sharing and Legal WG. Nancy’s knowledge, sharpness, and dedication to the matter are second to none. She has the character, the convictions, and the competences to contribute to the ARIN Board for the benefit of the ARIN organization, its members, and the Internet community as a whole.

I met and had the pleasure of working with Nancy during my tenure as Chief Engineer and later CTO at CANARIE, the Canadian R&E backbone network, between 1997 and 2008. There I met a person that always placed the bar high, especially for herself and her organization, all the while being a great team player. Whether working on financial, legal, HR, or governance policy and matters, she never failed to take position in support of excellence and common sense. And she got things done!

The Internet, its empowering quality for all, and its founding values such as “rough consensus and working code”, and “be conservative in what you do and liberal in what you accept” are dear to her heart and exemplified in her actions. With an education in accounting/finance and legal, and years and years of experience in learning from, and working with her fellow “geeks”, as well as “geeks” from all parts of the community (including the commercial Internet community of which I am a part today) she also has a solid grasp of the challenges facing our Internet.

I can’t think of anyone better to become caretaker of ARIN. Go Nancy!

Submitted: Monday 18 September 2017 11:22 EDT I have known Leslie for quite a few years through our collaborations in the Internet Engineering Task Force (IETF), and worked closely with her when I was IAB Chair and we were both on the IETF Administrative Oversight Committee (IAOC) and IETF Trust (for part of the time, with her as IAOC Chair). Of particular relevance is that we collaborated closely during the IANA Stewardship transition, including the move of the IANA IPR to the IETF Trust.

There were many things I liked about working with Leslie, but three strike me as especially important for a position on the ARIN BoT.

First, Leslie has extremely sensitive antennae for issues that appear to be simple and uncontroversial, but that will in fact involve a considerable amount of community discussion. These antennae can be an enormous help in getting a small group to pause and think carefully about community concerns before proceeding, and to try to engage those concerns in a constructive way.

Second, Leslie has been around the space for some time, and knows when something that is pretending to be a simple technical matter is actually a well-disguised policy matter, and conversely. In my experience she often incisively and correctly pulled these distinct issues apart in order to limit the conversation to the exact matters that were proper for the IAOC or Trust to decide, those for which there were technical solutions way beyond the remit of the body in question, and those for which the community really needed to be consulted to determine the limits of appropriate administrative action.

Last but by no means least, Leslie has a tidy mind and likes meetings to run that way. It is probably not a secret to ARIN community members that technical people can sometimes be drawn off an administrative or oversight task by a fun engineering problem. Leslie was quite good at identifying those tempting opportunities, and better than most at avoiding them. (Some of us will explore every rathole no matter what the chair asks, so she was not always successful, but she found incentives for just about everyone in my experience.) On a board, this ability is extremely valuable, because it makes the difference between a board that sticks to its job, and one that can never do its job because it is so distracted. In many cases, I’d argue that the skill alone would qualify her for the ARIN BoT, but she has so many skills that the argument is beside the point.

I am very pleased to endorse Leslie’s candidacy for the ARIN BoT.

She has demonstrated thoughtful leadership time and time again, and I have been impressed with both how she navigated sensitive issues and effectively communicated the outcomes.

For an example of this, the IETF recently experienced a controversy on the site selection of Singapore for its 100th anniversary meeting. Leslie and the IETF Administrative Oversight Committee worked diligently to review the site selection process, the options for possibly moving the 100th meeting, and how to improve the process for future meetings. From my vantage as an external observer I saw that the process was very carefully conducted, and that Leslie’s messaging was clear and respectful.

Her stewardship would be a clear asset to ARIN.

As an Electrical Engineer, Stephen is very knowledge about ICT infrastructure and has used this knowledge sacrificially to support the Internet development primarily in the Caribbean region. His work with the Caribbean Telecommunications Union (CTU) conducting workshops for their ICT RoadShow as well as with regional governments on Internet Exchange Points and the management of IP networks in the region confirms his commitment to Caribbean development and technical capacity building of the regions technical community. The CTU is an inter-governmental organisation with 20 Caribbean member countries/territories (15 of which are ARIN members) that develops regionally harmonised policies, builds regional capacity, advises and advocates for its members in matters of information and communications technology (ICT), which includes Internet governance.

Stephen has been an invaluable resource to the CTU over the years in supporting our capacity building, notably our Caribbean ICT Roadshow which has been held in some 18 countries, in co-founding the Caribbean Network Operators Group (CaribNOG) and in providing technical advice to our members and to the CTU Secretariat itself. Having also had the opportunity to work closely with Stephen on technical consultancies for the CTU and its members, I have always been pleased with his technical competence, integrity, team sensibility and focus, all desirable qualities for success as an ARIN trustee. Stephen’s Caribbean heritage and continued involvement would also enhance the diversity of perspectives on the ARIN Board providing a small market viewpoint to complement his USA work experience. I have known Stephen for over 20 years, and have been able to engage with him in multiple arenas and contexts. Throughout our interactions, I’ve come to hold him in high regard for a number of reasons. While he already shines in terms of technical expertise, demonstrated leadership, integrity, and a heart for capacity building and development in the region, there are three other characteristics that Stephen demonstrates that stand out to me as particularly relevant to a role as a Trustee for ARIN.

  1. Visionary - Stephen’s vast portfolio of experience has not only made him aware of precedents and the way things have been done across the industries he has worked within, but he also holds a visionary point of view that has helped to chart new opportunities and solutions to issues faced by many of the projects I’ve worked on alongside him. I can see how this can make him a valuable asset as ARIN looks beyond the initiatives of today, to setting the direction and charting the pathway for its networks.

  2. Active awareness and representation of global, regional and local community perspectives - Beyond his professional responsibilities, Stephen has been involved in a number of non-profit activities (e.g. Brightpath Foundation, CaribNOG) that have given him continued access to populations and communities that are still early in their technology development and need support implementing the various components along that journey. From helping to plan technology architecture to teaching youth or local professionals, he has been able to seamlessly operate anywhere along the spectrum of needs of the group he is assisting. Being able to work at such a local level has given him particular insights into the specific challenges facing these communities due to economic, infrastructure, social or other fundamental barriers. When you compile these experiences over the decades that he has been doing this, you can begin to grasp the scale of his worldview and his ability to speak on behalf of communities that may not be represented at high level discussions around internet policy and other technology issues that a national, regional, or global body may be considering.

  3. Long track record of commitment - The list of organizations that Stephen has been actively involved with as a member or advisor is impressive, but more significant to me are the types of organizations he affiliates with and the roles he has held on those organizations. It demonstrates a long history of deep passion, and commitment to providing equal access to reliable internet services and ensuring that the affected communities are capable of taking full advantage of these services while understanding the implications of investment, policy and education required to develop their regions.

I absolutely recommend Stephen to join the Board of Trustees at ARIN. Not only will he be a valuable addition to the board, but he will bring even greater reach to the activities of ARIN and its mandate.

In that 11 years, I have worked for many l have worked for large enterprises and government agencies as a network / systems engineer. I currently work for Microsoft, but in the past I worked for Verizon and on government contracts for the US Department of Justice and the US ARMY. I regularly work with Stephen on multiple projects and I can always count on him to have a unique perspective when look for solutions for customers. Stephen and I share a common goal of building solutions that connect and empower people. Since November 2012 when I met him at a Caribbean Network Operators Group (CaribNOG) meeting, he has proven to be diligent, outstanding in leadership and in both the desire and action towards developing ICT in the Caribbean region.

There is such tremendous inspiration and value in the awareness of other possibilities via the appointments and work of your Caribbean peers. The associations, the meetings and presentations that Stephen have been involved in have attracted my attention since I met him. They have also encouraged me to try to see how some of the ideas and training delivered by Stephen can be operationalized within the spaces that I am linked to. I believe that Stephen’s appointment to the BoT may improve regional awareness of ARIN, even further than his sustained efforts to do so over the years via CaribNOG and CTU related regional events.

Stephen has a depth of engineering & policy experience and both look like they continually increase at impressive pace. He displays excellent leadership, tends to be calm, positive, solution oriented and inclusive regardless the challenge and its hour. He displays strong regional to international awareness and interests.

There are differences to how business and the technology industry operate in the Caribbean. Stephen is a very effective bridge between the Caribbean and North American world. I first met him in 2010, and since that time have come to know him as a person of intelligence, integrity, commitment and humility. Steven has a strong technical background. Steven has been a leader in developing and increasing the skill base across many Caribbean nations.

His knowledge and experience in the region has also has provided him with a respectable policy background. I’ve observed Steven speaking publicly on numbers resource and other matters on multiple occasions. His participation is always well thought out, knowledgeable and negotiable. He frequently works to find balance. Having the relationship that he does with Caribbean network operators provides him with a unique perspective. He was very helpful in giving feed back from an “outside” perspective, to help craft useful language for the problem description.

The goal was to ensure that the very clear justification of double what I used last time in half the permitted time window would still be “sufficient” justification under the more loose and broad detailing “the use of at least 50% … within the next 24 months.”

He was also very helpful in keeping the policy moving, and ensuring it was on track to be discussed at ARIN 39.

He also was sure to reach out to me when it looked as if the policy was going to be abandoned, to see how I wanted to proceed. We mutually agreed that he policy was no longer necessary after staff comments said slow start justification would remain and acceptable justification. Although I prefer the text to be clearly spelling out in the NRPM rather than be an unwritten rule, we both agreed that abandonment was appropriate.

The latter has been a more sustained connnection. Collectively the group of Caribbean based ARIN Fellows for that meeting realized that we need more sustained connections to each other to build on our participation, understanding and to develop local activities related to ARIN and other Internet space activities. To this end, Kerrie-Ann has been an active virtual group member in sharing and supporting initiatives. Leif and I have sat on the AC together for 3 years. During that time, Leif has been a steady guiding presence in our deliberations. In 2017, Leif became the primary shepherd for a policy that represents a big shift in thinking within ARIN policy, 2017-5, Improved IPv6 Registration Requirements. Leif has worked tirelessly on this proposal as its shepherd. He has very effectively taken input from many different voices, and harmonized that input into a well-supported draft policy. The policy went through many iterations, and Leif elevate the proposal at each iteration.

I was happy to see that he was elected to be on the advisory council three years ago since I knew he would be a capable and dedicated member who would be addressing issues that are important for the internet community. This was a successor to ARIN-2014-1, 2013-6 supporting out of region use
and 2011-13 opposing out of region use.

2013-6 and 2014-1 were stalled on determining the “right” requirements for having a nexus
to the ARIN service region. I appealed directly to Chris to find the right legal precedence
and definition to close the loop on this policy without creating a new requirement to track
in which country IP holdings are being used, or a need to calculate a majority, or plurality,
or otherwise manage some moving target benchmark that shifts along with your address holdings.

Without his legal background we might still be discussing this policy proposal today with no clear
path to move forward or worse have some unmanageable tracking of the use of individual IPs, and
a need to consider location when pressing IP addresses into service.

It is most useful to have someone with a legal background from the community on the ARIN AC.

Chris contributed immensely to the board and to the progress of the organization. Since 2012, I have encountered her and sometimes volunteered alongside her in various local, regional or international Internet Governance (IG) and IT related events and activities. For example, she has been instrumental in our local Girls in ICT activities since we initially pushed it around 2015, a sustained participant to any remote hub IG activities held since 2014 and one of the contributors to delivering our inargural IGF Barbados 2017.

I’ve been very impressed with her contributions to the various discussion over the years. She is a great combination of passion for IG, intellect and diligence. I think her stickability to the IG cause, her sustained local and regional contributions on IG, excellent CV, skills and spirit makes her a great Caribbean region representative candidate to the ARIN Advisory Council (AC). I would be especially interested in working with her to improve Caribbean and Barbadian participation in ARIN. As an AC member, she could be a useful ambassador in helping to redress our Caribbean under-representation in policy development and provide avenues for building awareness of the next generation of participants.

He has been an active member of the program committee shepherding talks (helping develop content) and taking a lead role as NANOG began hosting Hackathons. Since he was elected to a one-year AC term, Chris was clear about his commitment to both volunteer positions and managed his time well. Please consider electing this talented and enthusiastic candidate!

He’s a great collaborator which is vital in these positions, and is focused on the best long term solutions, and not strident in his positions. I think Chris would be great in this role, and with the first year under his belt, can really start to make significant contribution.
