John Curran opened the meeting and welcomed those in attendance. John began the Public Policy Consultation at NANOG 66 by making meeting-related announcements and introducing those at the head table. He reviewed the meeting rules, agenda and the Discussion Guide. At the beginning of the meeting, approximately 50 people were in attendance. John moderated the policy discussions during the event. [ARIN offered the opportunity for remote participation throughout the meeting. Comments from remote participants are read aloud at the meeting and are integrated into the meeting report. There were 15 registered remote participants.]

ARIN Update

Leslie Nobile provided an update from ARIN on:

  • IPv4 transfer requests
  • Assignments from the IPv4 block dedicated to facilitate IPv6 deployment (NRPM 4.10)
  • IPv6 adoption rate by ISP size

Discussion highlights:

  • Request to improve transfer reporting for those performing data analysis. It would also be helpful to standardize this reporting among the RIRs
  • Does a provider assignment of IPv6 meet the requirements for qualifying for IPv4 under the 4.10 policy?
  • Is there any prohibition on transferring IPv4 addresses assigned under the 4.10 policy?

  • Community support was garnered at ARIN 36, and there has been no discussion since it was moved to recommended policy
  • Solicited feedback on this proposal

Discussion highlights:

  • Though this policy was supported, why hasn’t this moved to adoption?
  • How many of the criteria will need to be provided to staff for them to approve requests under this policy?
  • It should be clear how many of these requirements must be met rather than leaving it to staff discretion

  • How does policy factor in the issue of leased space? Should there be policy to address that issue?

  • Stopped requesting PPCs at the October joint ARIN and NANOG meetings
  • Providing new kinds of reports and presentations to meet the needs of the audience

He requested feedback on these changes and ways the AC can further improve the PPC
