Opening and Announcements

John Curran opened the second day of the ARIN Public Policy Meeting by presenting the updated agenda and thanking LIME, the network connectivity sponsor, and Google, the webcast sponsor. Ian Galt from LIME spoke briefly about LIME’s history and thanked all in attendance.

John reviewed the rules of discussion to be followed throughout the meeting and gave a brief overview of agenda.

At the beginning of the meeting, approximately 70 people were in attendance.

[ARIN offered the opportunity for remote participation throughout the meeting. Comments from remote participants are read aloud at the meeting and are integrated into the meeting report. There were approximately 35 individuals viewing the meeting webcast throughout the proceedings, and 5 active remote participants.]

John Curran presented an introduction to the proposal. Highlights included:

• Advisory Council shepherds: Scott Leibrand and Robert Seastrom
• Introduced on PPML on 1 March 2013 (ARIN-prop-184) and designated as a draft policy 21 March 2013.
• This is the first discussion of this draft policy at an ARIN meeting.
• There is no similar proposal under consideration at any other RIR.
• Presentation of Staff Impact Analysis, Legal Review, Staff Comments, and overview of PPML discussion activity. [see presentation and transcript links above for details]

Scott Leibrand continued with the presentation of the proposal and the rationale.

Tim Denton, Chairman, moderated discussion.

Discussion Highlights included:

• Question regarding other services that have the same issues wireless network operators do
• Clarification regarding existing policy’s impact on the proposal
• Question about total subscribers vs. simultaneously attached users
• Clarification regarding IPv4 depletion’s impact on the proposal
• Discussion regarding utilization rates during the dial-up Internet era
• Concern about the transfer market and its relation to the remaining IPv4 free pool
• Clarification regarding the true scale of the 3GPP issue addressed by the proposal

At the end of discussion, Tim Denton asked for a show of hands to determine those in favor and those against the draft policy (remote participants were invited to participate). After the tally was conducted, Tim stated that this information would be provided to the Advisory Council for use in its deliberations.

• Concern regarding financial incentives for substandard allocations so that an organization can fit into a smaller fee category
• Concern regarding the fee schedule’s relation to ISPs seeing a fee increase upon adoption of IPv6
• Discussion regarding alternate methods to approach and eventually solve the problem addressed by the proposal

At the end of discussion, Tim Denton asked for a show of hands to determine those in favor and those against the draft policy. A second question was posed to the attendees regarding whether or not they are in favor of the Advisory Council continuing work on the proposal.
