Preparing for Phase Two of the IPv4 Countdown Plan

If you currently monitor the status of the "IPv4 Space Available" counter on the ARIN homepage, you may have noticed that it has moved increasingly close to the 3 /8 equivalent mark, the point at which ARIN will initiate Phase Two of its IPv4 Countdown Plan. We just wanted to take a moment to remind you of what will be changing in ARIN's IPv4 request process once we reach this milestone.
Phase 2 is business as usual for all IPv4 requests smaller than /16, but if your organization is requesting a /16 or larger, there will be some differences in the way request processing is handled.
All /16 and larger IPv4 requests will be placed in the IPv4 Review Team queue, and will be reviewed in the order they were received according to their timestamp. Because each correspondence will be processed in sequence, it is possible that response times may exceed the usual two-day turnaround.
There are also several important distinctions for the post-approval portion of the IPv4 request process. Once a request is approved, the requestor will have 60 days to complete payment and return a signed RSA (if applicable). If payment and signed RSA have not been received by the 61st day, the ticket will automatically close, the address space will be released back into the available IPv4 pool, and a new request will need to be submitted. This change to the approval window from 90 days to 60 days will apply to all IPv4 requests, but not to IPv6 and ASN requests.
One last change relates to the amount of time that ARIN will hold recovered IPv4 resources prior to reissuance. The hold time for all returned, reclaimed and revoked IPv4 resources will be reduced from six to three months.
Phase 2 will provide ARIN staff operational experience using the team review approach to ensure that these processes and procedures are effective for managing the distribution of the last of its IPv4 address pool.
