On July 18, 2005, the Working Group on Internet Governance (WGIG) submitted a report to the World Summit on the Information Society for consideration at the WSIS summit to be held in November 2005 in Tunis. It also issued a Background Report as a supplemental document to its report.

In addition to making recommendations in a number of policy areas, the WGIG report describes four models for the future of Internet governance. It makes no recommendation regarding these models, but rather leaves that to the Summit. The four models are:

  1. An enhanced role for the ICANN Government Advisory Committee.

  2. A new public policy oversight body.

  3. A new body to oversee ICANN.

  4. Three new bodies, one each for policy governance, oversight, and global coordination.
