Highlights:

  • If a party decides to lease address space, is that problematic? It’s not a transfer and not in Whois, but it’s operational use of the address space.
  • Excitement and encouragement about this potential policy
  • Comment that it’s the people not familiar with ARIN and this system who are having trouble with this – almost as if there are two separate Whois’s
  • Clarification and caution on usage of “ISP” and encouragement to include other kinds of operators in this work
  • Suggestion to allow access to WhoWas
  • Are corporate records necessary for reassignments?
  • Will the policy to be introduced in spring 2017 be final, or just a draft? And will this policy be the same across the five RIRs?
  • Suggestion for how to enforce execution of this policy
  • Role the jurisdiction of tunnels and brokered VPN providers might play
  • Acclaim for trying to develop a policy with the community instead of creating a law and then suddenly enforcing it without notice
