ARIN Will Retire the Use of FTP on 31 March 2025

From 20 September to 4 October 2024, ARIN held a consultation seeking feedback from the community on retiring FTP support, which serves data from ftp.arin.net. ARIN has operated an FTP service for various reports and templates since its inception.

After reviewing the feedback received during the consultation, ARIN plans to move forward with work required to support the retirement of FTP use at ARIN, and the projected retirement date is 31 March 2025.

Consultation on Reg-RWS Improvements

ARIN is seeking feedback from the community on a potential improvement to the RESTful API used to manage registration records, known as Reg-RWS. Specifically, we received a community suggestion to create a RESTful API method to determine the most specific NET object for a range.

The stated benefit of this potential improvement is that it would allow a user to bootstrap functionality based on knowing a problematic IP address and learning more about it (delegation, Points of Contact, etc.).

Reminder - ARIN Will Only Support TLS 1.2 and TLS 1.3 Cryptographic Features Across All ARIN Services As of 3 February 2025

On 3 February 2025, ARIN will deprecate the outdated versions of Secure Socket Layer (SSL) and Transport Layer Security (TLS) and will begin only using TLS 1.2 and TLS 1.3 protocols across all our services. This is the 60-day notice of this change, intended to allow customers to ensure that all applicable software supports TLS 1.2 and TLS 1.3 protocols to avoid losing connectivity to ARIN services.

Historically, ARIN has allowed the use of a wide range of SSL and TLS algorithms to enable secure, encrypted communication between our customers and services. Currently, ARIN supports TLS 1.2 and TLS 1.3 as well as a subset of the stronger algorithms within TLS 1.0, TLS 1.1, and SSLv3 specifications for publicly available services such as ARIN.net mail, Whois-RESTful Web Service (Whois-RWS), Registration Data Access Protocol (RDAP), ftp.arin.net, and Resource Public Key Infrastructure Repository Delta Protocol (RRDP). The remainder of ARIN services, including the ARIN website and Registration RESTful Web Service (Reg-RWS), only support TLS 1.2 and TLS 1.3.

UPDATE - Consultation on Reallocation Control Features

On 6 November we shared the planned path forward to develop a feature to give customers control of the ability to allow reallocations to their Org ID. Initially, we planned to deploy with the default value of “off”, which would require customers to explicitly enable this feature to continue to receive reallocations.

A new review of user data revealed that 255,535 of the 421,022 Org IDs (60.7%) have more than one reallocation/detailed reassignment. Because most users would need to manually reenable reallocations, we are changing our plan so that the reallocation feature default value of “on” which will allow reallocations/detailed reassignments. Customers will have the ability to switch this feature on and off as needed in the course of business.

To help ARIN fulfill its mission, we rely on our members to participate in ARIN governance activities such as attending our Public Policy and Members Meetings, engaging in the Internet number resource policy process, and voting in ARIN Elections.

To maintain General Member status, organizations must have participated in at least one ARIN Election within the last three elections.

On 18 November 2024, ARIN reclassified 426 General Member organizations that have not cast a ballot since 2022 to Service Member status. ARIN now has 1,642 organizations classified as General Members and 24,464 classified as Service Members.

ARIN Makes Second Contribution to IETF Endowment

In 2016, the ARIN Board of Trustees approved contributing up to US$2 million to the Internet Society’s Endowment for Sustainability of the Internet Engineering Task Force (IETF Endowment), created to provide the IETF with direct financial support aimed at ensuring long-term, sustainable funding for the development, evolution, and use of open Internet protocols. An initial contribution of US$1 million was made in July 2016 in coordination with contributions from other Regional Internet Registries and the Internet Society.

From 15 to 30 October, ARIN held a Consultation seeking feedback from the community on a suggested feature that would allow customers to manage the ability to control reallocations to their Organization (Org IDs) to protect against bad actors and reputational damage.

After reviewing and discussing the comments received during the consultation, ARIN plans to prioritize this feature for future development. Based on feedback received, ARIN will establish a per Org ID feature to allow reallocations to their organization. This option will be deployed with default value of “off” and will require customers to explicitly enable it to continue receive reallocations to their Org ID. Placement on the development roadmap remains to be determined but is considered a high priority. Once this feature is deployed on a priority basis, ARIN will evaluate further enhancements as sought by the community.

Extended Maintenance Outage for ARIN's Payment Processing System starting 1 November

Unresolved Legacy Registration Services Agreement Tickets Will Expire on 31 December 2024

As of 31 December 2023, ARIN has stopped accepting requests for a Legacy Registration Services Agreement (LRSA) and legacy fee cap. Throughout 2024, we have worked with customers to complete the requests that we were unable to process before the end of 2023. Because these requests were submitted in 2023, the organizations have been permitted to complete these transactions and sign an LRSA, as well as maintain the benefit of the legacy fee cap.

ARIN can add a feature in the Organization record management section of ARIN Online that will allow customers the ability to manage reallocations to individual Org IDs. This feature would only be manageable via ARIN Online but would apply to reallocations to specified Org IDs using either ARIN Online or programmatically with our Registration RESTful Service (Reg-RWS).

The projected retirement date is on or after 31 March 2025, and it is noted that all data available via FTP is also available over HTTP and HTTPS.

After reviewing and discussing the comments received during the consultation, ARIN plans to move forward with work required to support the retirement of FTP. This includes coordinating with the other RIRs to ensure that the mirrors of the extended statistics data are migrated to HTTP/HTTPS, as well as determining an appropriate solution and implementing a method that will allow community members to run delta synchronization and mirroring of these data sets.

The NRO Invites Internet Community to Participate in ICP-2 Questionnaire

The Number Resource Organization (NRO), the coordinating body for the global Regional Internet Registries (RIRs), is calling on individuals in the global Internet community to participate in a questionnaire focused on a proposed principles document that will be used to update the Internet Coordination Policy-2 (ICP-2).

ICP-2, first created in 2001, identifies the criteria for an organization seeking to become a new RIR. In October 2023, the Address Supporting Organization Address Council (ASO AC) was asked by the NRO Executive Council to update the ICP-2.

ARIN to Host Virtual Candidate Forum for 2024 Board of Trustees Election

From 26 August to 9 September, ARIN conducted a consultation to gather community feedback on potential options for implementing change notifications for resource holders in ARIN Online. The two options presented were email notifications or the creation of a REST endpoint.

Based on the feedback received, there was strong support for implementing email notifications as the initial and most broadly useful option for ARIN customers. Email was favored due to its ease of adoption, integration capabilities with existing systems, and practicality for organizations of all sizes. While there was recognition of the potential benefits of a REST endpoint for larger organizations with more advanced needs, the consensus was that this option could be considered in a future phase after the successful deployment of email notifications.

ARIN Registration Services Plan (RSP) Fee Schedule Change - Effective 1 January 2025

Earlier this year, ARIN conducted a community consultation to gather input on a proposed method for structured adjustments to the ARIN Registration Services Plan (RSP) fee schedule. Like most organizations, ARIN experiences customary adjustments in operating expenses (such as staffing and contracted services) and must periodically adjust its fees to maintain a balanced alignment between operating costs and revenue.

The consultation presented two approaches for consideration: continuing with the current practice of significant adjustments as needed every few years on an irregular basis or adopting a proposal for a structured approach via an RSP fee schedule that incorporates an annual increase each year of no more than 5 percent (with each year’s amount subject to Board approval). The proposed structured approach offers a predictable and manageable change in fees that better aligns with the budget planning processes of many organizations within our community, compared to the existing practice of more significant increases occurring at irregular intervals.

Reminder of Upcoming Deadline for ARIN’s Multifactor Authentication (MFA) Enforcement for ARIN Online

On 7 October 2024, ARIN will lock all remaining ARIN Online accounts that have not enabled multifactor authentication (MFA).

As of 1 February 2023, ARIN requires MFA on all new ARIN Online accounts. Users with accounts created before February 2023 were notified and encouraged to log in at their earliest opportunity, where they would be prompted to set up MFA. This step was taken to provide stronger security for the registry, reduce the risk of fraud, and increase confidence in the integrity of their ARIN resources.

From 8 August to 23 August, ARIN held a Consultation seeking feedback from the community on a potential improvement to increase the security for Application Programming Interface (API) key handling, specifically allowing the option to pass API keys in the header of a Restful Payload, and to use IP address range bounding to limit the validity of an API key. The benefit of this potential improvement is that it would give users options to make their API keys more secure and bring ARIN in line with best practices for API key handling.

Consultation on ARIN Online Change Notifications

ARIN is seeking feedback from the community on a potential improvement, suggested by a community member, that ARIN create a modern mechanism that allows resource holders to be notified of any changes to resources or accounts they manage.

The stated benefit of this potential improvement is that it would allow greater control over valuable resources and increase the accuracy of ARIN’s database.

We have identified two options to create these notifications:

Email: The least “modern” option, but this would be consistent with other ARIN notifications, and mirrors what is available through the other Regional Internet Registries (RIRs). This would take approximately three months to develop once work is scheduled.

Consultation on API Key Handling

ARIN is seeking feedback from the community on a potential improvement to increase the security for Application Programming Interface (API) key handling, specifically allowing the option to pass API keys in the header of a Restful Payload, and to use IP address range bounding to limit the validity of an API key. The benefit of this potential improvement is that it would give users options to make their API keys more secure and bring ARIN in line with best practices for API key handling.

As of 3 February 2025, ARIN Will Only Support TLS 1.2 and TLS 1.3 Cryptographic Features Across All ARIN Services

Historically, ARIN has allowed the use of a wide range of Secure Socket Layer (SSL) and Transport Layer Security (TLS) algorithms to enable secure, encrypted communication between our customers and services. Currently, ARIN supports TLS 1.2 and TLS 1.3 as well as a subset of the stronger algorithms within TLS 1.0, TLS 1.1, and SSLv3 specifications for publicly available services such as ARIN.net mail, Whois-RESTful Web Service (Whois-RWS), Registration Data Access Protocol (RDAP), ftp.arin.net, and Resource Public Key Infrastructure Repository Delta Protocol (RRDP). The remainder of ARIN services, including the ARIN website and Registration RESTful Web Service (Reg-RWS), only support TLS 1.2 and TLS 1.3.

Update on ARIN’s Multifactor Authentication (MFA) Enforcement for ARIN Online

As of 1 February 2023, ARIN requires multifactor authentication (MFA) on all new ARIN Online accounts. Users with accounts created before February 2023 were notified and encouraged to log in at their earliest opportunity, where they would be prompted to set up MFA. This step was taken to provide stronger security for the registry, reduce the risk of fraud, and increase confidence in the integrity of their ARIN resources. As of 15 July 2024, 154,974 of accounts have not completed MFA setup; of these, 135,122 are not associated with any Internet number resources.

Update to ARIN's RPKI Service Access

As of today, all customers with directly held Internet number resources under an ARIN Agreement (RSA/LRSA) may use ARIN’s Resource Public Key Infrastructure (RPKI) without explicit acknowledgement of the RPKI Terms of Service (TOS) within ARIN Online.

All use of the RPKI service, including but not limited to creation, modification, and usage of RPKI objects, is subject to ARIN’s RPKI TOS. The requirement to adhere to the TOS is implicit, and no step to acknowledge is required prior to using this service.

The ARIN Board of Trustees, Advisory Council, and staff are shocked and saddened by the death of their friend and former Advisory Council colleague, Stacy Taylor (Hughes).

Stacy, known to many by her email handle “IP Goddess,” served on the ARIN Advisory Council from 2002 to 2014. But beyond her contribution to policy, for more than a decade Stacy brought a spirit of joy and welcome to the wider ARIN community.

Consultation on Approaches for Adjusting the ARIN Registration Services Plan Fee Schedule

The American Registry for Internet Numbers (ARIN) is currently evaluating potential methods to adjust our Registration Services Plan Fee Schedule and is inviting feedback from the community. Our goal is to maintain a balanced alignment between operating costs and revenue, ensuring equitable cost recovery across our diverse community.

In the past, ARIN has chosen not to automatically adjust the fee schedule annually, instead opting for larger, less frequent adjustments based on the changing landscape of ARIN’s operating costs. These costs include variations in staffing expenses, such as salaries and healthcare, as well as fluctuations in the cost of contracted services.

2023 Annual Report Now Available

After the end of each fiscal year, ARIN staff compiles and publishes an annual report. These reports contain information about the activities of ARIN’s staff, Board of Trustees, and Advisory Council, as well as ARIN’s activities within the global Internet community.

We are seeking volunteers to serve on the ARIN Grant Selection Committee. This committee plays a crucial role in selecting the 2024 ARIN Community Grant Program recipients.

The Grant Selection Committee is responsible for evaluating all qualified project applications according to the selection criteria and making recommendations to the ARIN Board of Trustees. All committee members will review applications in an online platform at their own pace from 24 June to 12 July and will convene via Zoom between 15 July and 2 August.

REMINDER — Email Template Retirement Scheduled for 3 June 2024

Effective 3 June 2024, ARIN will be retiring SWIP email templates for reporting reallocations and reassignments as described in the community Consultation conducted in November of 2023.

Staff conducted analysis of email template usage and determined that this change will impact fewer than 75 organizations, and we are working with these customers directly to guide them through this transition.

We recognize that this presents a meaningful change for users, and ARIN has completed two major improvements to ease the impact prior to retiring the template processor:

Consultation on RPKI/BGP Intelligence

ARIN is seeking feedback from the community regarding the level of information presented to the user when they are using ARIN’s Hosted Resource Public Key Infrastructure (RPKI) product. Currently when ARIN customers create Route Origin Authorizations (ROAs) in ARIN Online, they are only presented with the information in the ROA; they need to use third-party tools to predict the impact of creating the ROA on the global routing table.

We plan to add this functionality to a new RPKI dashboard that will allow a user to view the current RPKI validity state and the resulting impact to routing for the resources covered by the ROA. This will let users make more informed decisions about creating ROAs before confirming the changes and without leaving ARIN Online. This functionality will be available to ARIN customers who use ARIN Online. ARIN API users will need to use third-party tools to collect the same information.

ARIN 53 Registration Now Open

Registration is now open for the ARIN 53 Public Policy and Members Meeting, taking place 14-17 April 2024 at the Hilton Barbados Resort in Bridgetown, Barbados, and online via Zoom.

We are excited to provide opportunities for both virtual and in-person participation and hope you can join us for this free event. Our ARIN 53 agenda includes discussions of multiple draft policies, reports from our Board of Trustees and Advisory Council, a variety of updates from ARIN staff, and more! Stay tuned for a detailed agenda as we get closer to the event.

Email Template Retirement Scheduled for 3 June 2024

Effective 3 June 2024, ARIN will be retiring SWIP email templates for reporting reallocations and reassignments as described in the community Consultation conducted in November of 2023.

Staff conducted analysis of email template usage and determined that this change will impact less than 75 organizations, and we will be working with these customers directly to guide them through this transition.

We recognize that this presents a meaningful change for users, and ARIN has completed two major improvements to ease the impact prior to retiring the template processor:

Billing System Maintenance Scheduled for 11 January
