Thanksgiving Closing Information

Time is Running Out! The Annual Fee Cap for New LRSA Entrants Expires on 31 December 2023

Time is running out for organizations holding legacy resources to sign a Legacy Registration Services Agreement (LRSA) and become an ARIN Service Member before the fee cap expires on 31 December 2023.

As previously announced, ARIN will no longer offer this annual legacy fee cap for any legacy resources brought under a Registration Services Agreement (RSA/LRSA) after 31 December 2023. All organizations with active LRSAs entered into prior to 1 January 2024 will continue to have their fees capped for legacy resources covered before that date per the annual legacy fee cap. Any legacy resources brought under agreement from 1 January 2024 forward will be covered under the regular Registration Services Plan fees with no fee cap.

ARIN Completes SOC 2 Type 2 Audit and PCI DSS Certification

ARIN is pleased to announce that it has achieved successful completion of the Service Organization Control (SOC) 2 Type 2 audit of its Resource Public Key Infrastructure (RPKI) and has demonstrated compliance with the Payment Card Industry Data Security Standard (PCI DSS) for ARIN Online.

SOC 2 is a gold standard in security compliance developed by the American Institute of Certified Public Accountants (AICPA). ARIN engaged an independent auditing firm to complete the SOC 2 Type 1 audit in December 2022 and the SOC 2 Type 2 audit on 31 October 2023.

Consultation on Retiring Email Templates

The system used for managing email templates, also known as the template processor, is used for the Shared Whois Project (SWIP). This allows ARIN customers who reallocate or reassign resources to their own customers to report data to ARIN about these transactions to ensure that ARIN’s registry database is accurate and up to date. Currently, customers can report reassignment/reallocation data by using email templates, ARIN Reg-RWS, or ARIN Online. Specifically, the template processor is used to submit modifications for Organization, Points of Contact, and Network records.

2023 ARIN Election Results

The 2023 ARIN Elections concluded at 7:00 PM ET on Friday, 27 October, and ARIN wishes to congratulate those elected by the community to serve on the Board of Trustees and Advisory Council (AC) after an election that saw the highest ever total numbers of both General Member organizations and voting contacts participating.

Board of Trustees

Dan Alexander has been elected, and incumbents Nancy Carter and Tina Morris have been re-elected to the Board of Trustees. Each will serve a three-year term commencing 1 January 2024. In addition, Chris Tacit has been elected to a one-year partial term to complete the seat left open by Bram Abramson’s resignation earlier this year. I hope you will join me and the rest of the Board of Trustees in thanking David Zumwalt, Khaled Koubaa, Andrew Dul, William Sylvester, Philip Duclos, and Jack Cathey for their participation in this year’s election. Their interest in contributing to ARIN’s future and their concern for the governance of the organization and the Internet are deeply appreciated, and we look forward to their continued participation.

ARIN Board Appoints Kevin Blumberg to NRO NC

Results of Consultation on Pending Functionality for Automatic Creation of IRR Route Objects for Uncovered ROAs

From 10 August to 20 September, ARIN held a consultation seeking feedback from the community regarding a specific aspect of the recent ARIN Online functionality that was deployed on 7 August 2023. This upgrade to ARIN Online brought several new features – including tighter integration of ARIN’s Resource Public Key Infrastructure (RPKI) and Internet Routing Registry (IRR) routing security services. First, thank you to the ARIN community for the robust discussion. There was spirited input both in favor and in opposition to the various methods proposed to integrate ARIN’s RPKI and IRR services.

Redesigned ARIN Vault Now Available

Since 2016, ARIN has committed itself to preserving its historical information for the Internet community in the ARIN Vault. On the Vault, you will find decades of reports from Public Policy and Members Meetings and Public Policy Consultations, Advisory Council and Board of Trustees meeting minutes, Internet number resource policy and proposals, public announcements, and a range of corporate documentation.

The ARIN Vault was originally designed to provide an easily searchable and accessible repository for our historical documents. Now, we have updated the Vault to provide an even more seamless navigation experience for our users. Please note that these changes do not impact the current website structure or navigation for arin.net.

Daily “Resources Under Agreement” Report Now Available

Beginning on 10 October, ARIN will publish a daily Resources Under Agreement report each morning that lists each organization and whether they are receiving the full suite of ARIN’s registry services or basic legacy services.

This report was created in response to the 2022.12 Suggestion, which requested that ARIN publicly display whether an organization was covered under a Registration Services Agreement or Legacy Registration Services Agreement (RSA/LRSA). Having resources under an RSA/LRSA is required to enable ARIN’s routing security services, and this suggestion was requested to help research and education organizations analyze the progress and barriers of routing security deployment throughout the ARIN region.

New ARIN Fee Schedule to Be Implemented on 1 January 2024

The ARIN Board of Trustees, at its 15 August 2023 meeting, adopted a new ARIN Fee Schedule effective 1 January 2024. The new Fee Schedule reflects proposed modifications and community feedback collected from the Community Consultation that concluded on 30 July 2023. New fees will be reflected in invoices due on and after 1 January 2024.

In 2022, ARIN transitioned end user customers to the Registration Services Plan (RSP) Fee Schedule, based on total IPv4 and IPv6 resources held, to ensure costs were distributed in an equitable manner by eliminating the fee differentiation between ISP and end user organizations. Now, ARIN is completing that fee harmonization process by transitioning Autonomous System Numbers (ASNs) to the RSP Fee Schedule.

These policies are now in effect. A new version of the ARIN Number Resource Policy Manual (NRPM) has been published on the ARIN website. NRPM version 2023.2 is effective 13 September 2023 and supersedes the previous version.

The American Registry for Internet Numbers’ (ARIN) Fellowship Program provides a specialized, interactive learning opportunity to individuals interested in Internet governance, number resource policy, and professional growth in the Internet industry. Twice a year, Fellows are chosen in advance of an ARIN Public Policy and Members Meeting to engage with the Internet governance community and attend the meeting. This fall’s Fellows will also have the opportunity to attend the 89th meeting of the North American Network Operators’ Group (NANOG), held in the days leading up to ARIN 52.

Consultation on Pending Functionality for Automatic Creation of IRR Route Objects for Uncovered ROAs

Dear ARIN Community,

ARIN is seeking feedback from the community regarding a specific aspect of the recent ARIN Online functionality that was deployed on 7 August 2023. This upgrade to ARIN Online brought several new features – including tighter integration of ARIN’s Resource Public Key Infrastructure (RPKI) and Internet Routing Registry (IRR) routing security services.

Upon further review and out of an abundance of caution, we have decided to pause the additional functionality that creates corresponding IRR Route Objects for every Route Origin Authorization (ROA) created. We have also paused the functionality that automatically creates IRR Route Objects for all preexisting ROAs that presently lack a matching Route Object. We recognize the importance of ensuring that our services align with the needs and expectations of our community and believe that additional time for community consultation on this integration functionality is warranted.

As part of our customer-focused approach to serving the ARIN community, we are pleased to introduce our new Qualified Facilitator Program. The Qualified Facilitator program replaces the Specified Transfer Listing Service, which was retired on 1 June 2023.

ARIN Qualified Facilitators serve as resources for the community by helping organizations navigate the IPv4 and Autonomous System Number (ASN) transfer process.

Amy Potter Resigns from ARIN Advisory Council

Amy Potter has resigned from the ARIN Advisory Council effective 31 December 2023. ARIN thanks Amy for her seven years of service on the Advisory Council and wishes her the very best in her future endeavors.

Her resignation results in a vacancy of one remaining year to complete the term of service. According to the ARIN Bylaws, this vacancy will be filled by an individual elected during the upcoming ARIN Elections. Seven seats on the Advisory Council will be filled during the elections later this year, with two of those seats being to fill partial terms. The second partial term is to fill the seat vacated by Rob Seastrom following his election to the Board of Trustees.

For the NRO NC, the Board will make an appointment this fall to fill one ARIN region seat on the NRO NC.

ARIN is consulting with the community about harmonizing annual registration services fees for Autonomous System Numbers (ASNs) so that they will be included in the Registration Services Plan (RSP) fee schedule beginning 1 January 2024. This change will have the benefit of recovering costs more equitably for services to ASN-only holders, with the added benefit of making ASN-only customers ARIN Service Members, thus providing them with the opportunity to become General Members and participate in ARIN governance if they so choose. This change will bring all ARIN customers into a unified, equitable fee schedule.

Reminder - Annual Fee Cap for New LRSA Entrants Ending 31 December 2023

ARIN recovers the cost of its registry operations through an annual Registration Services Plan fee charged to registry customers based on the total size of the number resources held.

Organizations that bring legacy resources under a Registration Services Agreement (RSA/LRSA) have benefitted from an annual “legacy fee cap” (presently $175 for 2023 and increasing each year by $25), which applies regardless of the number of IPv4 legacy resources held.

As previously announced, ARIN will no longer offer this annual legacy fee cap for any legacy resources brought under an RSA/LRSA after 31 December 2023. All organizations with active Legacy Registration Services Agreements (LRSA) entered into prior to 1 January 2024 will continue to have their fees capped for legacy resources covered before that date per the annual legacy fee cap. Any legacy resources brought under agreement from 1 January 2024 forward will be covered under the regular Registration Services Plan fees with no fee cap, and any parties entering into an agreement from 1 January 2024 for their legacy resources will pay the regular Registration Services Plan fees (the same as all other ARIN customers pay) without any applicable legacy fee cap.

ARIN Online Maintenance Scheduled for 13 May

New Policy Development Process Now Implemented

From 6 September to 6 October 2022, ARIN conducted a community consultation regarding the proposed updated Policy Development Process (PDP) for policy development in the ARIN region.

At its meeting on 19 December 2022, the Board of Trustees adopted the Advisory Council’s recommended revision to the PDP.

As of 1 May 2023, this revision has now been implemented. All draft policies have been transitioned to the new PDP.

The following seven Recommended Draft Policies were presented at ARIN 51 and are currently in last call. The community is welcome to provide feedback on these policies via the Public Policy Mailing List.

Upcoming Changes to ARIN’s Resource Public Key Infrastructure (RPKI)

The upcoming May software release will include multiple improvements to ARIN’s Resource Public Key Infrastructure (RPKI) services that will impact customers who utilize Hosted RPKI. These improvements will comprise a new, streamlined process for Route Origin Authorization (ROA) creation and maintenance, the introduction of auto-renewal for ROAs, and automation of previously ticketed processes for a more efficient RPKI experience.

ROA Creation

Customers will no longer need a ROA request signing key to register for Hosted RPKI services. Because customers will no longer need to create a private key, the ARIN Online user interface will feature streamlined and simplified ROA creation forms.

Results of Consultation on Offering ARIN Content in Multiple Languages

In February, ARIN conducted Community Consultation 2023.2 in response to open suggestion ACSP 2022.10 regarding providing announcements and policy documents, such as the Policy Development Process (PDP) and Number Resource Policy Manual, in Spanish and French to encourage greater participation and discussion from non-native English-speaking members of our community. The consultation was held for 10 business days and received a total of eight comments.

The consultation highlighted the availability of online document translation services and raised doubts about the value of producing official versions at ARIN due to their considerable cost and uncertain impact on improving access to ARIN’s services. It is worth highlighting that the current regional approach to registry services was established, in part, to minimize the need for RIR support for multiple languages. Providing for equitable access to the PDP and ARIN’s services would involve significantly more than just translated documents; it would require formal multiple-language support from ARIN’s diverse service teams (covering customer, registration, financial, and technical support), and the provision of real-time translation support during public policy meetings.

Results of Consultation on Expanding 2FA Options in ARIN Online

On 1 November 2022, ARIN announced that we will require two-factor authentication (2FA) on all ARIN Online accounts beginning 1 February 2023. ARIN currently has three options for customers to set up 2FA on their ARIN Online accounts. Following the announcement of the planned enforcement date of 1 February 2023, we received several suggestions for further expansion of our authentication offerings, including:

Allowing email as an authentication method
Enabling SMS support for customers who reside outside of the ARIN service region
Allowing registration of multiple hardware security keys

In January 2023, ARIN conducted Community Consultation 2023.1 on expanding the available 2FA options in ARIN Online. The consultation was held for two weeks and received a total of 36 comments. After reviewing the feedback received, we have determined a path forward on each of the three topics.

ARIN Completes SOC 2 Type 1 Security Certification

ARIN is pleased to announce that it has successfully completed the Service Organization Control (SOC) 2 Type 1 audit of its Resource Public Key Infrastructure (RPKI) as of December 2022.

SOC 2 is a gold standard in security compliance developed by the American Institute of Certified Public Accountants (AICPA). ARIN worked with an independent auditing firm to complete the SOC 2 Type 1 audit, which confirms that ARIN’s information security policies and procedures include controls designed and implemented to meet the SOC 2 standards against which our community has requested we certify.

ARIN is seeking feedback from the community on open suggestion ACSP 2022.10 to provide announcements and policy documents, such as the Policy Development Process (PDP) and Number Resource Policy Manual (NRPM), in Spanish and French. Results of ARIN’s Prioritization Survey

The results of the Prioritization Survey requesting feedback from our General Members on their sentiment regarding potential improvements to ARIN services are available on our website. These results were provided to the Board of Trustees Financial Committee as supporting information for the 2023 budget approval process and were considered in 2023 project planning.

Key results include clear support for continued development and improvement of our routing security services – Resource Public Key Infrastructure (RPKI) and Internet Routing Registry (IRR). There was also broad support for work to reduce ARIN’s technical debt for our services infrastructure, improvements to allow continuous software deployment, and enforcement of two-factor authentication on all ARIN customer accounts.

Registration is now open for the ARIN 51 Public Policy and Members Meeting! The hybrid event will take place 16-19 April 2023 at the Grand Hyatt Tampa Bay in Tampa, Florida, and online via Zoom.

We are excited to provide opportunities for both virtual and in-person participation and hope you can join us for this free event. Our ARIN 51 agenda includes discussions of multiple draft policies, reports from our Board of Trustees and Advisory Council, and a variety of updates from ARIN staff and other Regional Internet Registries — and more!
