Guidelines - Managing Organization and Contact Identifiers

This is an overview of the step-by-step processes by which an organization can create and manage Point of Contact (POC) and Org ID records. ARIN requires that organizations requesting or managing resources directly from ARIN have established an Administrative POC, at least one Technical POC, and an Org ID. Once created, POCs and Org IDs also have to be managed and updated. This document will first describe how to create the appropriate POCs and an Org ID. It also describes the methods used

Creating POCs

Step 1 - Requirements

Points of Contacts (POCs) are uniquely identified by a POC handle and are associated with Org IDs or resource delegations, such as an IP address space allocation, assignment, or Autonomous System Number (ASN). A POC handle represents an individual or role account that is registered in the ARIN database, and is defined by information such as the individual's or organization's name (if associated with a role account), e-mail and postal addresses, and phone number. A POC can be associated with multiple Org IDs and resources.

POCs are created for either interacting with ARIN to request and manage organization and resource records or to be listed as contacts for network operation issues. While there are different types of POCs, such as the Administrative or Technical POC, this categorization occurs on the organization or resource level. Anyone can create a new POC handle. Many organizations create POC handles for their downstream reassignments before submitting reassignment or organization templates. ARIN does occasionally review the POCs in the database to identify "orphaned" POCs, meaning those not associated with any Org ID or resource. POCs that are found to be orphaned may be removed from the database.

Step 2 - Completing the Template

To create a POC, simply complete and submit the POC Template. This template can be used to create, modify, or remove POCs from the ARIN database. One or multiple POCs can be referenced in the template. New POC handles must have a name, a valid e-mail address, and at least one office phone number. In addition, POCs that are role accounts must supply an organization name.

When completing the template, note that instructions on what information is required for each line is provided at the bottom of the document. In order to ensure prompt and accurate processing of your POC Template, please be sure to follow these instructions exactly. Any errors found may result in the template being returned for correction.

Step 3 - Submittal of Template and Auto Response

Upon successfully submitting the template, ARIN verifies its receipt of the request and issues a ticket number via e-mail to the individual who submitted the request. Based on the volume of requests, this may take up to 60 minutes.

Step 4 - Review Process

ARIN reviews and responds to a request within three (3) business days.

The response may include a request for additional information. For each question and response cycle, ARIN responds within three (3) business days. If ARIN does not receive a response within sixty (60) days, the ticket is considered closed and the request must be resubmitted. A response from ARIN requesting additional documentation or information does not imply a request will be denied; it simply means that additional information is needed to evaluate the request.

Step 5 - Request Approval

ARIN will notify the organization, via e-mail to the individual who submitted the request, whether its request was approved or not.

Step 6- Fees

ARIN does not charge any fees for the establishment of POCs. Fees are only charged to recover costs associated with the delegation of Internet number resources and the maintenance of the records associated with these delegations.

Step 7- POC Establishment

The POC will be established the day that its approval was processed. The establishment of a POC does not qualify organizations or individuals for ARIN membership. Only organizations that receive and pay for a direct allocation of IP address space from ARIN are automatically accorded membership.

As membership is open to all interested parties, any organization or individual may also become a member of ARIN through the completion of a Membership Application Form and payment of an annual membership fee of $500 (US).

Once established, the POC may be associated with a new or existing Org ID or number resource record. This is done through templates to either request an Org ID or number resource or through templates that manage these records. Obtaining an Org ID

Step 1 - Requirements

Generally, organizations in ARIN's database are uniquely identified by an Org ID. An Org ID is defined by its organization Name, its postal address, and its Points of Contact. Organizations may establish more than one Org ID, but must pay the fees associated with the resources held by each Org ID separately. It is generally recommended that resources held by an organization be consolidated under one Org ID for easier management.

If your organization does not have an Org ID, or you wish to establish a new Org ID, you must first create the necessary POCs through the completion and submission of the POC template. Once you receive confirmation that the POC records have been created, you can complete and submit an Organization template. Once processed, this will establish an Org ID for the organization. The organization can then complete and submit Internet number resource requests.

In order to verify the authenticity of requests to establish an Org ID, ARIN staff requires written proof that the individual making the request either works for the organization or has been authorized to make the request. In addition, staff may ask for additional documentation to verify that the organization is a legal entity.

Once the Org ID is established, the organization can then make Internet number resource requests from ARIN. If an organization attempted to request resources from ARIN, but did not have an Org ID, upon establishment those requests will now be evaluated by ARIN.

Managing Org ID and POC Records

Updating Records

To ensure the efficient and accurate processing of all requests, individuals and organizations should promptly update POC records and Org IDs after any change. Failure to do so will result in delays when attempting to interact with ARIN. Only certain POCs can change Org ID and POC records. Modifying an Org ID

Use the Org template to modify an Org ID. Possible changes include updating the organization's postal address, the POCs associated with it, additional information such as specifying a referral server, removing the Org ID from the ARIN database, or updating the Public Comments section that is displayed in ARIN's WHOIS directory service.

Changes that are not allowed through this template include changing the actual Org ID or the Organization Name. The "Organization Name," as included in the Org ID information, must be the same as the organization name registered with local, regional, or national authorities, so a change in this must be handled through the Internet number resource transfer process. Modifying a POC

Use the POC template to change the contact information for a POC. Modifications to existing POCs can only be accomplished through the POC template. All contact information, except for the name of the individual or role account, for a POC can be modified. However, required information, such as a name or e-mail address, cannot be removed. In addition, the POC can be removed entirely from the ARIN database.

Changing POC associations

As stated before, the POC template can only be used to update the actual contact information for a POC, not its associations. POCs are associated with Org ID and network records through the appropriate templates. To change which POCs are associated with an Org ID, use the Org template.
